After series of initial talks and arrangements, TESDA XI and Air Prosystems, Inc. have officially signed a Memorandum of Agreement (MOA) for the Dual Training System (DTS) on October 27, 2023, at RBDB & Sons Bldg., Dizon Road, Bacaca, Davao City. It is the first DTS program to be signed not only by RTC-KPVTC Davao, but in all of Davao City.
The agreement was signed by none other than TESDA XI’s Regional Director himself, Director Ashary A. Banto; the Center Administrator of Regional Training Center – Korea-Philippines Vocational Training Center (RTC-KPVTC) Davao, Engr. Constantino B. Panes, Jr.; the President of Air Prosystems, Inc., Mr. Benito Ramon D. Battung, Jr.; Air Prosystems, Inc. Operations Manager, Ms. Bethany Bañes-Sumbiling, and; Air Prosystems, Inc. Technical Adviser, Engr. Reynaldo Albina.
The DTS of TESDA is a program that utilizes a curriculum/ training plan that provides for in-school and in-plant training and specifies DTS as its instructional delivery based on strict standards set forth by R.A. No. 7686 and carried out only in qualifications to be determined by the TESDA Board in consultation with Industry Partners, concerned Technical Vocational Institutions (TVI) and the concerned offices of the TESDA Secretariat. In this case, the Industry Partner is Air Prosystems, Inc., the TVI is RTC-KPVTC Davao, and the TESDA Secretariat is represented by the Regional Operations Division (ROD) of TESDA XI.
Also present to witness the signing are the ROD representatives: Ms. Jean C. Gonzales, Supervising TESD Specialist; Ms. Kristi Donna N. Paredes, Senior TESD Specialist; Ms. Remelyn A. Centino, Admin Support Staff; and Mr. Tobias G. Sarignaya, Jr., Technical Support Staff. Personnel from RTC-KPVTC Davao are Mr. Mario M. Dela Cerna, Training Department Head; Mr. Eugene R. Valdez, DHVACT Head Trainer; and Mr. Joie Vincent R. Dagohoy, Industry Coordinator. Also present in the event is a former trainee of RTC-KPVTC Davao, and now designated as the DTS Training Coordinator of Air Prosystems, Inc., Ms. Beverly A. Buyo.
During the welcome remarks of President Battung, Jr., he highlighted the importance of continuous skill upgrading of trainees especially in the rapid development of air conditioning technologies, in which the DTS program can address. The message of Regional Director Banto then emphasized the importance of industries in that regard, since TESDA must always align itself with the requirements of the industry.
After the MOA signing, the signatories and heads of offices went to visit the proposed training center for the implementation of the DTS. It is expected that the first batch of the program will run on January 2024 at the earliest, after the completion of the construction and granting of the DTS Accreditation by the TESDA Regional Office XI.
