The Regional Training Center-Korea Philippines Vocational Training Center (RTC-KPVTC) Davao played a vital role in promoting security and community empowerment as it actively participated in the highly anticipated Oplan Kalinaw II coordination conference. The event, held at the Kapanalig Hall, DCPO New Building Camp Domingo E Leonor, San Pedro, Davao City, gathered key stakeholders involved in the implementation of Oplan Kalinaw II, ensuring a coordinated approach to maintaining peace and empowering the community.
Representing Engr. Constantino B. Panes Jr., Ed.D., the Center Administrator of RTC-KPVTC Davao, Joseph Junio, Senior TESD Specialist, attended the conference. His presence underscored the commitment and support of RTC-KPVTC Davao in contributing to the success of Oplan Kalinaw II.
The conference commenced with the recognition of participants, not only from the Philippine National Police and Task Force, including PLTCOL Michael S. Seguido, Chief of the City Operations Management Unit, who played a crucial role in organizing the conference, but also from link-agencies such as DOLE XI, NBI XI, DTI XI, DOH XI, TESDA XI, PHILHEALTH XI, stakeholders including Eagles Club Davao and The Gentleman’s Lounge, and barangay officials from Calinan district. PLTCOL Ireneo G. Caburnay, Deputy City Director for Operation, delivered a warm welcome message, emphasizing the importance of collaboration and coordination in ensuring the safety and well-being of everyone who would benefit from the caravan services.
A notable highlight of the conference was the comprehensive briefing presentation by PMAJ Ricky A. Obenza, Station Commander of Police Station 10 Calinan. He introduced the enhanced/upgraded version of Oplan Kalinaw II, showcasing the 7-in-1 operational packages that focused on specific activities to be conducted in the target barangay location.
The operational packages included various components aimed at enhancing security and community well-being:
Background Check and Profiling: This package focuses on conducting thorough background checks and profiling of new faces and transient residents in urban communities. By gathering information and identifying potential risks, law enforcement agencies aimed to stay ahead of criminal activities.
Community Outreach: As part of this package, free medical and dental check-ups, along with the distribution of free medicines and vitamins, were organized. This initiative aimed to improve the overall health and well-being of community members and address their medical needs.
Community Empowerment and Crime Prevention: This package aimed to empower the community by providing them with the necessary knowledge and tools to prevent crime. Workshops, seminars, and awareness campaigns were conducted to actively engage residents in maintaining a safe and secure environment.
Community Entertainment: As part of fostering community engagement, a live band concert was organized as part of the entertainment package. This initiative aimed to bring people together, create a sense of belonging, and promote a positive atmosphere within the community.
Food Feeding Program and School Supplies Distribution: This package focused on addressing the basic needs of community members, particularly children. Through a food feeding program and the distribution of school supplies, underprivileged children were provided with essential resources to support their education and overall well-being.
The conference witnessed the presence of other key figures, including PCOL Alberto Paña Lupaz, City Director, further highlighting the commitment of law enforcement agencies to collaborate and work hand-in-hand with various stakeholders to ensure the success of Oplan Kalinaw II in Calinan District.
